Project of Planning Resource Recycling System and Promoting Design for Environment(2008)

The purposes of this project consist of three parts in this report as follows. 1. Promoting the concept of “Design for Environment” for Electrical and Electronic Equipment(EEE)products: (1) First of all, we compiled the implementation measures and latest information of the Integrated Product Policy (IPP), the directive of Energy-using Products (EuP) and the directive of Restriction of Hazardous Substance (RoHS) in the EU countries. (2) Then, we drafted the regulations and measures for the “design for environment” and the RoHS for Taiwan. We also suggested further consultations on collaboration among different ministries at the central government level should be finalized as soon as possible. Besides, the regulations under the current legislation should be limited. 2. Drafting the proposal for waste reduction regulations or a voluntary program proposal on beverage containers by introducing the deposit or refilling systems: (1)We updated the information related to the deposit or refilling systems of beverage containers in the US and Canada. We also collected the comments on those systems from industry and the relevant life cycle analysis (LCA). (2)The information on the usage and refilling of 15 types of beverage containers in Taiwan has been updated. We also performed a simplified LCA case study on the local beer container refillers. (3)Revision on the draft refilling program of beverage glass containers according to the EPA’s decision has been made. In addition, we suggested performance indicators. 3. Promoting the Extended Producer Responsibility (EPR) recycling system in Taiwan: (1)According to the research conducted by the Environmental Protection Administration (EPA) in 2007, some local governments have encountered difficulty in recycling with the collected wastes. Therefore, we selected four EEE products from the waste types to be included into the Extended Producer Responsibility recycling system, such as large household appliances, small household appliances, consumer as well as Information Technology (IT)equipments and telecommunication equipments. We accomplished the preparation for the government announcement of the earlier mentioned Waste Electrical and Electronic Equipment (WEEE), including scoping clarification, producer identification, volume estimation, stakeholders impact evaluation. We also held six consultation meetings between Taiwan EPA and main stakeholders. (2) Furthermore, we helped accomplishing the signing of a voluntary “Memorandum on Cooperation in Recycling of Waste Mobile Communications Equipment” between EPA and mobile telecommunication industry including producers and telecom operators. (3) Finally, the comparison of municipal waste indicators between Organization for Economic Co-operation and Development (OECD)countries and Taiwan based on similar definitions and scope has been made in this project for further discussion.
